The resident states that she walks past the residence serveral times a week .The dog is outside in sub freezing weather. I arrived at #15 Spookhill Rd. aprox. 3:00pm I pulled in drive saw thta no one or dog apppered to be out. I walked to front door of residence and saw that there ba bowl of clean water a bowl of fresh dry kibble. I then walked toward my van and observed the dog house along side rhe residence . The house had a roof and bedding but no front flap. I almost reached the van when a pitbull came running around from the back of the garage followed by an man with a cell phone . I put my hands out to show the dog i was not threat . The man walked to me and said I was here just to do a wellness check on the dog . He didint seeem to comprehend so i said again "I was just here to check on the puppy dog!" then he handed me his cell phone and the person on the phone sial to me that "I need to get off the property" I told him as well that I was there to check on the dog & I saw he water & food& lwas leaving. ERIC WHO IS NOW STANDING BY THE FRONT .DOOR TURNS AROUND AND LOOKS AT THE VAN. EDWIN STATES THAT THE WHITE MALIE IN THE VAN SAYS "HEY MAN". E.R1C THEN ENTERS HIS RESILIENCE. CAVACCINI WHO YNFORMEID 114E THAT HE RECEWEID CONCERNS FROM NEIGHBORS ODI 15 SPOOK HILL ROAD IN REGARD TO THE DOG ON THE PROPERTY. THE REPORTS OF CONCERN WERE THAT THE BOG WAS OUT IN THE COLD WEATHER FOR EXTENDED PERIODS OF "ME..TOSEPH CAVACCEW INSTRIjCTED THE TOWN OF WAPpINGER ANIMAL CONTROL OFFICER, JERRY OWENS, TO GO TO THE RESIDENCE AND GIVE THE PROPERTY OWNERS GENERAL DOG LAWS INFORMATION BUT NOT TO CITE OR ISSUE VIOLATIONS AT THIS TEUE. JOSEPH STATES THAT .TERRY THEN WENT TO THE RESIDENCE AND HANDED OVER THE INFORMATION. I THEN SPOKE WITH JERRY OWENS WHO S'T'A'T'ED THAT HE WAS INSTRUCTED TO GO TO THE RESIDENCE DUE TO COMPLAINTS/ CONCERNS BEING FADE ABOUT THE DOG THAT'S ON THE PROPERTY .TERRY STATES THAT HE WAS TOLD TO GIVE THE DOG OWNERS GENERAL, INFORMATION OF DOG LAWS WHICH HE DID. The resident states that she walks past the residence serveral times a week .The dog is outside in sub freezing weather. I arrived at #15 Spookhill Rd. aprox. 3:00pm I pulled in drive saw thte no one or dog apppered to be out. i walked to front door of residence and saw that there ba bowl of clean water a bowl of fresh dry kibble. I then walked toward my van and observed the dog house along side rhe residence . The house had a roof and bedding ,but no front flap. I almost reached the van when a pitbuil came running around from the back of the garage followed by an cnan with a cell phone . I put my hands out to show the dog i was not threat. The man walked to me and said I was here just to do a wellness check on the dog . He didint seeem to comprehend so i said again " 1 was just here to check on the puppy dog!" then he handed me his cell phone and the person on the phone siad to me that "I need to get off the property" I told him as well that I was there to check on the dog & I saw he water & food& Iwas leaving.
