2026-722026-72 Resolution Authorizing Submission Of A Community Development Block Grant (CDBG) Application At a Regular Meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on February 23, 2026. WHEREAS, the Town of Wappinger (Town) and the Village of Wappingers Falls (Village) are jointly eligible to apply for funding under the Community Development Block Grant (CDBG) Program administered by the New York State Office of Community Renewal; and WHEREAS, the entire Village of Wappingers Falls qualifies as a Low- and Moderate -Income (LMI) eligible area under CDBG program guidelines; and WHEREAS, the Town and Village seek to enhance pedestrian safety and accessibility within the corporate limits of the Village of Wappingers Falls section of the Town of Wappinger, which serves a predominantly LMI population; and WHEREAS, the proposed project includes the installation of Rectangular Rapid Flashing Beacons (RRFBs) at seven (7) existing crosswalks, the retrofit of four (4) existing RRFB units, the construction of three (3) new crosswalks with RRFBs, and the installation of four (4) gateway signs identifying entry into the corporate limits of the Village of Wappingers Falls section of the Town of Wappinger, and all other signage required by the NYSDOT traffic study; and WHEREAS, these improvements will significantly enhance pedestrian safety, traffic calming, and walkability for residents, including low- and moderate -income households, and will support access to local businesses, schools, and community resources; and WHEREAS, a duly noticed public hearing regarding the proposed CDBG application was held on January 28, 2026; and WHEREAS, the Town and Village seek CDBG funding in the amount of $380,000 to undertake this project; NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger and the Board of Trustees of the Village of Wappingers Falls hereby authorize submission of a Community Development Block Grant application in the amount of $380,000; and BE IT FURTHER RESOLVED, that Town Supervisor Joseph D. Cavaccini and Village Mayor Kevin Huber are authorized to execute all documents and take all actions necessary to submit the application and, upon award, to implement the project in compliance with all applicable CDBG requirements; and BE IT FURTHER RESOLVED, that this Resolution shall take effect immediately.
