Motion To: Public Hearing on Preliminary Budget COMMENTS - Current Meeting: Opening: Town of Wappinger Page 1 Printed 11/21/2025 Regular Meeting Minutes November 10, 2025 Moved by Councilman Phillips Seconded by Councilman Casella Fieldstone Resident Grace Martin asked about senior monies increasing 33% percentage from $7,600 to $10,000. Director Fulton pointed out it was revenues from Bus trips not expenses. She asked about the addition bus spending.. Director Fulton explained that the bus trips included the entrance fee to the event. Ms. Martin suggested that the expenses should be offset by the revenues that were provided by seniors. Director Fulton explained that all revenues are aggregated and all expenses are aggregated with respect to the entire tax base of the fund and not just exclusively for the senior center as a small portion of the respective fund. In the future, Ms. Martin was hoping for an effective 'Managerial Accounting' view or a Profit and Loss report exclusively for the senior program. She asked about gifts and donations in the B -Fund revenues, and about transfers from the B - Fund. The board commented that those were ARPA fund, grants, etc.. Additionally, she asked about Little League and Soccer which the board explained are now lumped under Joint Recreation Leadership. A final question was asked about the use of bus trips by residents not in the senior club. The response was again that all revenues are aggregated and all expenses are aggregated with respect to the entire tax base of the respective fund and not just exclusively for the senior center as a small portion of the respective fund. Consent RESOLUTION: 2025-196 Miracle Circle Bid and Scope WHEREAS, the Town Board is in receipt of numerous complaints regarding the completion and construction quality of the stormwater measures intended to serve the residents of the Myers Corners Landing (Miracle Circle) subdivision; and WHEREAS, the Town Board, through its consultants, has been working with the developer of the subdivision to complete the stormwater measures in a timely and correct manner, however, attempts at quality completion have been largely unsuccessful; and WHEREAS, in and effort to cause the completion, if not performed successfully by the developer, the Town Board desires to advertise requests for proposals to complete said work, the specifications for which are being developed by the Town's stormwater consultant. NOW THEREFORE BE IT RESOLVED, that the Town Clerk is hereby authorized and directed to advertise requests for proposals for the completion of said work in accordance with specifications to be provided by the Town's stormwater consultant, which proposals shall be returnable to the Town Board on or before 4:30pm on December _, 2025. RESOLUTION: 2025-197 Resolution Authorizing Funding For The Wappinger Hometown Hero Banner Replacement Project Town of Wappinger Page 3 Printed 11/21/2025 Regular Meeting Minutes November 10, 2025 WHEREAS, the Town of Wappinger is proud to honor and recognize the service and sacrifice of our local veterans, active duty service members, and their families through the Wappinger Hometown Hero Banner Program; and WHEREAS, many of the existing banners displayed throughout the Town have experienced wear due to weather exposure and age, necessitating replacement to preserve the dignity and visibility of this community tribute; and WHEREAS, the Town Board desires to continue this important program and ensure the replacement and installation of banners in time for upcoming observances and holidays honoring our veterans; and WHEREAS, the Town Board finds it in the best interest of the Town and its residents to allocate funds to support the Wappinger Hometown Hero Banner Replacement Project; NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby authorizes an expenditure of up to Twenty -Five Thousand Dollars ($25,000.00) for the Wappinger Hometown Hero Banner Replacement Project, to be used for the purchase, design, printing, and installation of replacement banners; and BE IT FURTHER RESOLVED, that said funding shall be appropriated from the B -Fund Balance, and Town Supervisor Joseph D. RESOLUTION: 2025-198 Resolution Accepting Miracle Circle As A Town Road WHEREAS, the Town Board is in the process of coordinating the completion of various outstanding items for the Myers Corners Landing (Miracle Circle) Subdivision (the "Subdivision") left incomplete by the project developer; and WHEREAS, notwithstanding certain items being incomplete, the Town Board desires to protect the residents of the Subdivision by accepting Miracle Circle as a town road prior to the start of any inclement weather; and WHEREAS, the Town Board is in receipt of an as -built survey of Miracle Circle together with its related stormwater improvements and is in receipt of conveyance documents for said Miracle Circle; and WHEREAS, said conveyance documents are in form acceptable for recording. RESOLUTION: 2025-195 Resolution Adopting Annual Budget For Fiscal Year 2026 WHEREAS, on October 27, 2025, the Town Board, pursuant to and in accordance with the provisions of Section 106 of the Town Law and other applicable provisions of law, accepted the Preliminary Budget, by Resolution No. 2025-193; and WHEREAS, in accordance with Resolution No. 2025-193, a Public Hearing on the Preliminary Budget was held on November 10, 2025 at 7:00 p.m. and all parties in attendance were permitted an opportunity to speak on behalf or in opposition to the proposed Annual Final Budget for the fiscal year 2026; and WHEREAS, the Town Board has taken into consideration the comments made by the public at the Public Hearing.
