RESOLUTION: 2025-186
Proposed Atlas Well Field Improvements Resolution To Declare Intent For Lead Agency
And Classify Project As An Unlisted Action
WHEREAS, the Town of Wappinger has received requests for additional connections from in -district and out of
district properties that will significantly impact the existing source capacity and its ability to accommodate emergency
situations. Furthermore, water quality sampling has intermittently revealed PFOA and PFOS contaminants in one of
the other wells fields, further threatening the source capacity; and
WHEREAS, the Town proposes the disconnection and formal abandonment of the existing Atlas Well 5 and the
addition of two (2) wells that will yield approximately 350 gallons per minute (gpm) to ensure adequate water supply
to accommodate current and future demand; and
WHEREAS, pursuant to 6 NYCRR 617.6 the Town Board seeks to be established as Lead Agency as part of
undertaking a coordinated review of this action with any Involved and Interested Agencies; and
WHEREAS. the Town Board considers the proposed Project to be an Unlisted Action, pursuant to the New York
State Environmental Quality Review Act (SEQRA) 6 NYCRR Part, and

WHEREAS, the Town Board has prepared the Short Environmental Assessment Form (EAF) in accordance with
SEQRA, and seeks to circulate a Notice of Intent to be Lead Agency (Notice), by mail and email, to all Involved and
Interested Agencies, who shall be given 30 days to deliver any comments in response to this Notice that such other
Involved or Interested entity may have regarding the Town Board taking on the Lead Agency role;
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Wappinger classifies the project as an
Unlisted Action pursuant to standards in the New York State Environmental Quality Review Act; and
BE IT FURTHER RESOLVED, that it is the intention of the Town Board of the Town of Wappinger to declare itself as
Lead Agency for SEAR Coordinated Review of this Action; and
BE IT FURTHER RESOLVED that the Town Board of the Town of Wappinger hereby directs the coordination of
intent for Lead Agency designation with all Involved Agencies for the Project through the service of a notice of intent,
indicating that the Town Board of the Town of Wappinger seeks to be designated as Lead Agency for this Action.

RESOLUTION: 2025-187
Resolution Declaring October As Breast Cancer Awareness Month In The Town Of
Wappinger
WHEREAS, breast cancer affects hundreds of thousands of women and men each year
across the United States, and continues to be one of the most common forms of cancer
diagnosed in women; and
WHEREAS, early detection through regular screening, self-examinations, and awareness
saves lives by improving treatment outcomes and survival rates; and
WHEREAS, the Town of Wappinger recognizes the importance of increasing public
understanding of the disease, including its symptoms, causes, and the vital importance of
early detection; and
WHEREAS, countless organizations, including the Miles of Hope Breast Cancer Foundation
and local community partners, have devoted themselves to supporting research, providing
education, and offering emotional and financial assistance to individuals and families
affected by breast cancer; and
WHEREAS, the Town of Wappinger stands united with survivors, patients currently battling
breast cancer, their families, and all who have lost loved ones to this disease; and

WHEREAS, during the month of October, communities across the nation engage in
awareness campaigns, fundraising efforts, and events to honor those impacted by breast
cancer and to encourage preventive health practices; and
WHEREAS, the Town of Wappinger wishes to demonstrate its commitment to this cause by
lighting Wappinger Town Hall pink and supporting local awareness initiatives throughout
the month; and
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby
proclaims the month of October as Breast Cancer Awareness Month in the Town of
Wappinger; and
BE IT FURTHER RESOLVED, that the Town Board encourages all residents, businesses, and
organizations to join in activities that promote awareness, support those affected, and
advance the fight against breast cancer.

Resolution Declaring October As Domestic Violence Awareness Month In The Town Of
Wappinger
WHEREAS, domestic violence is a serious public safety and public health issue that affects
millions of individuals, families, and communities across our nation regardless of age,
gender, economic status, race, or religion; and
WHEREAS, the trauma of domestic violence extends far beyond the immediate victim,
impacting children, families, neighborhoods, and our entire society; and
WHEREAS, the Town of Wappinger recognizes the tireless work of advocates, service
providers, law enforcement officers, and volunteers who dedicate themselves to
supporting victims and survivors, holding offenders accountable, and preventing abuse;
and
WHEREAS, organizations such as Grace Smith House, Family Services of Dutchess County,
and the Dutchess County Domestic Violence Advisory Committee provide critical shelter,
counseling, and legal assistance to those affected by abuse in our region; and
WHEREAS, it is essential to raise public awareness about the warning signs of abuse, to
promote healthy and respectful relationships, and to stand with those whose voices have
been silenced by violence or fear; and

survivors, re membervictims, and renew our collective commitment to ending domestic

month; and
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby

RESOLUTION: 2025-190
Authorizing Payment For Emergency Town Hall Septic Pump Station And Control Panel
Replacement
WHEREAS, on July 7, 2025, Town Supervisor Joseph D. Cavaccini notified the Town Board of
emergency work taking place regarding the failure of the septic pump station and control
panel serving the Wappinger Town Hall; and
WHEREAS, immediate replacement was necessary to maintain the safe and sanitary
operation of the Town Hall facilities; and
WHEREAS, the Town's contracted water and sewer operator, CAMO Pollution Control, Inc.,
is authorized to perform emergency work, which included the replacement of the original
septic pump station infrastructure, installation of new electrical components, and a new
transducer pump controller; and
WHEREAS, the Town has now received an invoice from CAMO Pollution Control, Inc. in the
amount of Twenty -Two Thousand Dollars ($22,000.00) for the completion of said
emergency work; and
WHEREAS, the Town Board finds said work to have been necessary, properly completed,
and in the best interest of the Town to protect public property and health; and
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby
authorizes payment in the amount of $22,000.00 to CAMO Pollution Control, Inc. for the
emergency replacement of the Town Hall septic pump station and control panel; and
BE IT FURTHER RESOLVED, that said funds shall be expended from the A -Fund Balance;
and
BE IT FURTHER RESOLVED, that Town Supervisor Joseph D. Cavaccini is hereby authorized
and directed to execute any and all documents necessary to effectuate this payment.

Resolution Acknowledging The Celebration Of Diwali In The Town of Wappinger
WHEREAS, the Town of Wappinger is proud to be home to one of the most diverse and
vibrant populations in Dutchess County, including the largest Indian -American community
in the County; and
WHEREAS, the Hindu Samaj Temple, located within the Town of Wappinger, serves as a
cornerstone of spiritual, cultural, and community life for residents of Indian heritage and
for all who visit to celebrate and learn about the rich traditions of Hinduism and Indian
culture; and
WHEREAS, Diwali, also known as the Festival of Lights, is one of the most important and
widely celebrated festivals in India and across the world, symbolizing the victory of light
over darkness, good over evil, and knowledge over ignorance; and
WHEREAS, Diwali brings families and neighbors together in celebration, reflection, and
gratitude, promoting universal values of peace, compassion, and renewal that transcend
cultural and religious boundaries; and
WHEREAS, the Town Board of the Town of Wappinger wishes to acknowledge and celebrate
the contributions of our Indian -American residents who continue to enrich our community
through their cultural heritage, civic engagement, and professional achievements;
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby
recognizes and celebrates Diwali and extends its warmest wishes to all residents observing
the Festival of Lights; and
BE IT FURTHER RESOLVED, that the Town of Wappinger honors the Hindu Samaj Temple
and the broader Indian -American community for their lasting contributions to the cultural
fabric, economic vitality, and community spirit of our Town; and

Resolution Adopting Final Benefit Assessment Rolls For Special Improvement Districts
And Special Improvement Areas For Fiscal Year 2026
WHEREAS, the Town Assessor prepared proposed Benefit Assessment Rolls for all
Special Improvement Districts and Special Improvement Areas in the Town of Wappinger,
assessed on a benefit basis, for Fiscal Year 2026 and said proposed Benefit Assessment Rolls
were filed with the Town Clerk as required by Town Law § 239; and
WHEREAS, in accordance with Town Law § 239, the Town Board duly noted and held
a Public Hearing on October 27, 2025, to hear and consider any objections to said Benefit
Assessment Rolls within the Town for use in Fiscal Year 2026; and
WHEREAS, all interested persons were given the opportunity at the Public Hearing to
challenge or contest such benefit assessment determinations; and
WHEREAS, the Town Board has reviewed the proposed benefit assessment rolls within
the Town for use in Fiscal Year 2026 and has determined that they were prepared in proper
order.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby adopts the
Benefit Assessment Rolls as prepared by the Assessor subject to any corrections made by this
Board, as the final benefit assessment rolls for the Special Improvement Districts and Special
Improvement Areas in the Town of Wappinger for Fiscal Year 2026.

WHEREAS, on October 27, 2025, the Town Board, pursuant to and in accordance with
the provisions of Sections 198 and 202-a of the Town Law and other applicable provisions of
law, scheduled a Public Hearing on the Proposed Capital Budgets and Proposed O&M Charges
Water/Sewer Rates and Rents for Special Districts and Special Improvement Areas for Fiscal
Year 2026; and

WHEREAS, the Town Board conducted a Public Hearing on October 27, 2025 at 7:00
p.m. and all parties in attendance were permitted an opportunity to speak on behalf or in
opposition to the proposed Capital Budgets and proposed O&M Charges Water/Sewer Rates and
Rents for Special Districts and Special Improvement Areas for the fiscal year 2026; and
WHEREAS, the Town Board has taken into consideration the comments made by the
public at the Public Hearing.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to and in accordance with the
provisions of Sections 198 and 202-a of the Town Law and other applicable provisions of law,
the annexed detailed statement of the Capital Budgets and O&M Charges Water/Sewer Rates
and Rents for Special Improvement Districts and Special Improvement Areas of the Town of
Wappinger is hereby approved and adopted as the Capital Budgets and O&M Charges
Water/Sewer Rates and Rents of the Town of Wappinger for the fiscal year beginning January 1,
2026; and
BE IT FURTHER RESOLVED, that the Town Clerk is hereby directed to enter the
aforementioned budgets adopted herein in the minutes of the Town Board.

Resolution Approving Preliminary Budget For Fiscal Year 2026 And Directing A Public
Hearing Thereon
WHEREAS, the Town Supervisor, as Budget Officer, pursuant to §106 of the Town Law
has presented the Tentative Budget to the Town Board for review, examination and possible
revision; and
WHEREAS, the Town Board has reviewed the Tentative Budget and has made changes
thereto deemed reasonable and appropriate and intends to adopt the Preliminary Budget herewith;
and
WHEREAS, New York State Town Law § 108 requires that the Town Board must hold a
public hearing on the Preliminary Budget on or before the Thursday immediately following the
general election in November; and

WHEREAS, Town Law § 109 requires the adoption of a Final Budget on or before
November 20, 2025.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to and in accordance with the
provisions of Section 106 of the Town Law, and other applicable provisions of law, the annexed
detailed statement of estimated expenditures and revenues is hereby approved and adopted as the
Preliminary Budget of the Town of Wappinger for the fiscal year beginning January 1, 2026; and
BE IT FURTHER RESOLVED, that the Preliminary Budget adopted herein shall
forthwith be filed in the Office of the Town Clerk in the Town of Wappinger where it shall be
available for public inspection on weekdays between 8:30 a.m. and 4:00 p.m.; and
BE IT FURTHER RESOLVED, that the Town Board of the Town of Wappinger shall
meet at Town Hall, 20 Middlebush Road, Wappingers Falls, New York on the 10th day of
November, 2025 at 7:00 p.m. and then and there shall hold a Public Hearing upon such Preliminary
Budget; and
BE IT FURTHER RESOLVED, that the Town Clerk of the Town of Wappinger shall
give Notice of such Public Hearing in the format attached hereto by publishing Notice thereof in
the Southern Dutchess News, the official newspaper of the Town of Wappinger, and also in the
Poughkeepsie Journal, at least five (5) days prior to the scheduled Public Hearing and the Town
Clerk shall cause a copy of said Notice to be posted on the sign board of the Town no later than five
(5) days before the scheduled Public Hearing.

Proposed Atlas Well Field Improvements Resolution To
Declare Intent For Lead Agency And Classify Project As An
Unlisted Action
WHEREAS, the Town of Wappinger has received requests for additional connections from in -district and out of
district properties that will significantly impact the existing source capacity and its ability to accommodate emergency
situations. Furthermore, water quality sampling has intermittently revealed PFOA and PFOS contaminants in one of
the other wells fields, further threatening the source capacity; and
WHEREAS, the Town proposes the disconnection and formal abandonment of the existing Atlas Well 5 and the
addition of two (2) wells that will yield approximately 350 gallons per minute (gpm) to ensure adequate water supply
to accommodate current and future demand; and
WHEREAS, pursuant to 6 NYCRR 617.6 the Town Board seeks to be established as Lead Agency as part of
undertaking a coordinated review of this action with any Involved and Interested Agencies; and
WHEREAS. the Town Board considers the proposed Project to be an Unlisted Action, pursuant to the New York
State Environmental Quality Review Act (SEQRA) 6 NYCRR Part, and
WHEREAS, the Town Board has prepared the Short Environmental Assessment Form (EAF) in accordance with
SEQRA, and seeks to circulate a Notice of Intent to be Lead Agency (Notice), by mail and email, to all Involved and
Interested Agencies, who shall be given 30 days to deliver any comments in response to this Notice that such other
Involved or Interested entity may have regarding the Town Board taking on the Lead Agency role;
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Wappinger classifies the project as an
Unlisted Action pursuant to standards in the New York State Environmental Quality Review Act; and
BE IT FURTHER RESOLVED, that it is the intention of the Town Board of the Town of Wappinger to declare itself as
Lead Agency for SEAR Coordinated Review of this Action; and
BE IT FURTHER RESOLVED that the Town Board of the Town of Wappinger hereby directs the coordination of
intent for Lead Agency designation with all Involved Agencies for the Project through the service of a notice of intent,
indicating that the Town Board of the Town of Wappinger seeks to be designated as Lead Agency for this Action.

Resolution Declaring October As Breast Cancer Awareness
Month In The Town Of Wappinger
WHEREAS, breast cancer affects hundreds of thousands of women and men each year
across the United States, and continues to be one of the most common forms of cancer
diagnosed in women; and
WHEREAS, early detection through regular screening, self-examinations, and awareness
saves lives by improving treatment outcomes and survival rates; and
WHEREAS, the Town of Wappinger recognizes the importance of increasing public
understanding of the disease, including its symptoms, causes, and the vital importance of
early detection; and
WHEREAS, countless organizations, including the Miles of Hope Breast Cancer Foundation
and local community partners, have devoted themselves to supporting research, providing
education, and offering emotional and financial assistance to individuals and families
affected by breast cancer; and
WHEREAS, the Town of Wappinger stands united with survivors, patients currently battling
breast cancer, their families, and all who have lost loved ones to this disease; and
WHEREAS, during the month of October, communities across the nation engage in
awareness campaigns, fundraising efforts, and events to honor those impacted by breast
cancer and to encourage preventive health practices; and
WHEREAS, the Town of Wappinger wishes to demonstrate its commitment to this cause by
lighting Wappinger Town Hall pink and supporting local awareness initiatives throughout
the month; and
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby
proclaims the month of October as Breast Cancer Awareness Month in the Town of
Wappinger; and
BE IT FURTHER RESOLVED, that the Town Board encourages all residents, businesses, and
organizations to join in activities that promote awareness, support those affected, and

Awareness Month In The Town Of Wappinger
WHEREAS, domestic violence is a serious public safety and public health issue that affects
millions of individuals, families, and communities across our nation regardless of age,
gender, economic status, race, or religion; and
WHEREAS, the trauma of domestic violence extends far beyond the immediate victim,
impacting children, families, neighborhoods, and our entire society; and
WHEREAS, the Town of Wappinger recognizes the tireless work of advocates, service
providers, law enforcement officers, and volunteers who dedicate themselves to
supporting victims and survivors, holding offenders accountable, and preventing abuse;
and
WHEREAS, organizations such as Grace Smith House, Family Services of Dutchess County,
and the Dutchess County Domestic Violence Advisory Committee provide critical shelter,
counseling, and legal assistance to those affected by abuse in our region; and
WHEREAS, it is essential to raise public awareness about the warning signs of abuse, to
promote healthy and respectful relationships, and to stand with those whose voices have
been silenced by violence or fear; and
WHEREAS, during the month of October, communities across the nation unite to honor
survivors, remember victims, and renew our collective commitment to ending domestic
violence; and
WHEREAS, the Town of Wappingerjoins in this national effort by lighting Wappinger Town
Hall purple and supporting awareness events and educational initiatives throughout the

Authorizing Payment For Emergency Town Hall Septic Pump
Station And Control Panel Replacement
WHEREAS, on July 7, 2025, Town Supervisor Joseph D. Cavaccini notified the Town Board of
emergency work taking place regarding the failure of the septic pump station and control
panel serving the Wappinger Town Hall; and
WHEREAS, immediate replacement was necessary to maintain the safe and sanitary
operation of the Town Hall facilities; and
WHEREAS, the Town's contracted water and sewer operator, CAMO Pollution Control, Inc.,
is authorized to perform emergency work, which included the replacement of the original
septic pump station infrastructure, installation of new electrical components, and a new
transducer pump controller; and
WHEREAS, the Town has now received an invoice from CAMO Pollution Control, Inc. in the
amount of Twenty -Two Thousand Dollars ($22,000.00) for the completion of said
emergency work; and
WHEREAS, the Town Board finds said work to have been necessary, properly completed,
and in the best interest of the Town to protect public property and health; and
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby
authorizes payment in the amount of $22,000.00 to CAMO Pollution Control, Inc. for the
emergency replacement of the Town Hall septic pump station and control panel; and
BE IT FURTHER RESOLVED, that said funds shall be expended from the A -Fund Balance;
and
BE IT FURTHER RESOLVED, that Town Supervisor Joseph D. Cavaccini is hereby authorized
and directed to execute any and all documents necessary to effectuate this payment.

WHEREAS, the Town Assessor prepared proposed Benefit Assessment Rolls for all

assessed on a benefit basis, for Fiscal Year 2026 and said proposed Benefit Assessment Rolls
were filed with the Town Clerk as required by Town Law § 239; and
WHEREAS, in accordance with Town Law § 239, the Town Board duly noted and held
a Public Hearing on October 27, 2025, to hear and consider any objections to said Benefit
Assessment Rolls within the Town for use in Fiscal Year 2026; and
WHEREAS, all interested persons were given the opportunity at the Public Hearing to
challenge or contest such benefit assessment determinations; and
WHEREAS, the Town Board has reviewed the proposed benefit assessment rolls within
the Town for use in Fiscal Year 2026 and has determined that they were prepared in proper
order.

Rents for Special Districts and Special Improvement Areas for the fiscal year 2026; and
WHEREAS, the Town Board has taken into consideration the comments made by the
public at the Public Hearing.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to and in accordance with the
provisions of Sections 198 and 202-a of the Town Law and other applicable provisions of law,
the annexed detailed statement of the Capital Budgets and O&M Charges Water/Sewer Rates

WHEREAS, the Town Supervisor, as Budget Officer, pursuant to §106 of the Town Law
has presented the Tentative Budget to the Town Board for review, examination and possible
revision; and
WHEREAS, the Town Board has reviewed the Tentative Budget and has made changes
thereto deemed reasonable and appropriate and intends to adopt the Preliminary Budget herewith;
and
WHEREAS, New York State Town Law § 108 requires that the Town Board must hold a
public hearing on the Preliminary Budget on or before the Thursday immediately following the
general election in November; and
WHEREAS, Town Law § 109 requires the adoption of a Final Budget on or before
November 20, 2025.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to and in accordance with the
provisions of Section 106 of the Town Law, and other applicable provisions of law, the annexed
detailed statement of estimated expenditures and revenues is hereby approved and adopted as the
Preliminary Budget of the Town of Wappinger for the fiscal year beginning January 1, 2026; and
BE IT FURTHER RESOLVED, that the Preliminary Budget adopted herein shall
forthwith be filed in the Office of the Town Clerk in the Town of Wappinger where it shall be
available for public inspection on weekdays between 8:30 a.m. and 4:00 p.m.; and
BE IT FURTHER RESOLVED, that the Town Board of the Town of Wappinger shall
meet at Town Hall, 20 Middlebush Road, Wappingers Falls, New York on the 10th day of
November, 2025 at 7:00 p.m. and then and there shall hold a Public Hearing upon such Preliminary
Budget; and
BE IT FURTHER RESOLVED, that the Town Clerk of the Town of Wappinger shall
give Notice of such Public Hearing in the format attached hereto by publishing Notice thereof in
the Southern Dutchess News, the official newspaper of the Town of Wappinger, and also in the
Poughkeepsie Journal, at least five (5) days prior to the scheduled Public Hearing and the Town
Clerk shall cause a copy of said Notice to be posted on the sign board of the Town no later than five
(5) days before the scheduled Public Hearing.
