Consent RESOLUTION: 2025-160 Resolution Confirming Appointment Of Junior Accountant WHEREAS, due to the resignation of Graceanna Overton, a vacancy exists in the position of Junior Accountant in the Comptroller's Office, and WHEREAS, the Junior Accountant position performs entry-level financial tasks like data entry, processing invoices, and reconciling accounts under senior supervision, ensuring compliance with government and accounting regulations, and WHEREAS, the full-time Junior Accountant position is a confidential appointment and is not subject to the terms of any Collective Bargaining Agreement between the Town of Wappinger and its Collective Bargaining units, and WHEREAS, the Junior Accountant position is a Civil Service (competitive) title in which interviews were held in accordance with the policies and procedures of Civil Service utilizing a list as certified by Dutchess County Department of Human NOW, THEREFORE, BE IT RESOLVED: 1. RESOLUTION: 2025-161 Resolution Granting Permission For The Town Of Wappinger To Apply For A Justice Court Assistance Pro WHEREAS, the Town of Wappinger Justice Court is eligible for a grant from the State of New York Unified Court System through the Justice Court Assistance Program; and WHEREAS, Town of Wappinger Justices Heather L. Kitchen and Nicholas Maselli, and Justice Court Chief Clerk, Kriss Thomas, have recommended an application for such grant be made; and NOW THEREFORE BE IT RESOLVED, the Town Board of the Town of Wappinger authorizes the Wappinger Town Court to apply for a JCAP grant in the 2025-26 grant cycle up to $30,000.00. RESOLUTION: 2025-166 Resolution Authorizing Funding And Awarding Contract For The Restoration Of The Van Dyne Cemetery WHEREAS, the year 2025 marks the 150th Anniversary of the founding of the Town of Wappinger, a milestone being celebrated through the Wappingerl50 commemorations, highlighting the Town's rich history, heritage, and community spirit; and WHEREAS, as part of these commemorations, the Town Board finds it fitting and proper to honor and preserve historic sites within the Town for future generations; and WHEREAS, the Town of Wappinger is the owner and caretaker of the historic Van Dyne Cemetery located on Robinson Lane, a site of significant heritage and importance to the community; and WHEREAS, the Town Board recognizes the importance of preserving and maintaining this historic cemetery as a place of respect, reflection, and remembrance; and WHEREAS, the Town has solicited and received a proposal from LIMAR Landscape Management, Inc. for the necessary restoration and maintenance services at the Van Dyne Cemetery; and Town of Wappinger Page 7 Printed 9/26/2025 Regular Meeting Minutes September 22, 2025 WHEREAS, LIMAR Landscape Management, Inc. has submitted a proposal in the amount of Three Thousand Two Hundred Fifty Dollars ($3,250.00) to perform said restoration work; and WHEREAS, the Town Board finds such services to be necessary, appropriate, and in the best interests of the Town and its residents; and WHEREAS, funding for this project is available through the Town's Parkland Trust Account; NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby authorizes and approves the expenditure of Three Thousand Two Hundred Fifty Dollars ($3,250.00) from the Parkland Trust Account for the restoration of the historic Van Dyne Cemetery; and BE IT FURTHER RESOLVED, that the contract for said work is hereby awarded to LIMAR Landscape Management, Inc. in accordance with their submitted proposal; and BE IT FURTHER RESOLVED, that Town Supervisor Joseph D. RESOLUTION: 2025-168 Resolution Authorizing The Installation Of Data Reading Technology For The United Wappinger Water District WHEREAS, the Town of Wappinger recognizes the need to modernize and improve the accuracy, efficiency, and reliability of its water meter reading and billing system; and WHEREAS, Receiver of Taxes Lee Anne Freno and Water & Sewer Operator Michael Tremper have recommended the implementation of a cellular tower -based data reading technology to streamline the collection of water meter information, reduce operational burdens, and enhance customer service; and WHEREAS, Ti -SALES has proposed its Network -as -a -Service (Ti-NaaS) solution, which provides a fully managed Advanced Metering Infrastructure (AMI) network, ensuring seamless operation, high reliability, and reduced maintenance responsibilities for the Town; and WHEREAS, while the Town retains ownership of all equipment, Ti -SALES assumes full responsibility for network management, including monitoring, maintenance, and support; and WHEREAS, the services to be provided under this contract include but are not limited to: • Network Design & Deployment, including site surveys and planning; 24/7 Network Monitoring & Maintenance, with continuous performance tracking and proactive issue resolution; Remote troubleshooting and diagnostics; Hardware Management, including stocking and rapid replacement of gateways and infrastructure, as well as scheduled and on -demand software/hardware updates; • Support & Service Level Commitments, including a 99% uptime guarantee (excluding planned maintenance) and defined response times for issues of varying severity: o Critical issues (50%+ network affected): 4 -hour response o Major issues (25-50% network affected): 12 -hour response o Minor issues: Next -business -day response Field service dispatch for critical events within two business days; Alternative Data Collection methods to maintain data flow during extended outages; and WHEREAS, Ti -SALES has provided a contract proposal for these services at a cost of $42,680.49; and NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby awards the contract to Ti -SALES for the implementation of the Ti-NaaS Advanced Metering Infrastructure Network at the cost of $42,680.49 to be funded out of United Wappinger Water District Fund Balance, and authorizes Town Supervisor Joseph D. Cavaccini to execute all necessary documents to effectuate said agreement; and BE IT FURTHER RESOLVED, that this modernization effort shall provide for accurate water meter data collection, improved billing efficiency, enhanced reliability, and long-term service to the residents of the United Wappinger Water District.
